Topical Focus
While the European Union is expanding and evolving, its inner boundaries gradually seem to be loosing their relevance. Meanwhile, national borders still constitute essential frames of reference for political initiatives and societies on the continent. On the one hand, the end of the Cold War has led to the re-emergence of old cultural delimitations in the east, which soviet domination had "frozen" for many decades. On the other hand, former political borderlines, that were abolished in 1989, live on as "fronti?res fant?mes" (B?atrice von Hirschhausen), as social, mental and spatial structures. The wall, that ceased to se¬parate East- from West-Germany some twenty years ago, is an emblematic example of this phenomenon. The longevity of borders is a consequence of the historic processes of border making, that Peter Sahlins has analysed in his groundbreaking study Boundaries: The Making of France and Spain in the Pyrenees as being not only political, legal, administrative and military but also socio-economical and cognitive.
The vanishing, persisting and re-appearing of historical borders is coexistent with the for¬mation of new territorial regimes that often transgress political boundaries. On the supranational level, the NATO, the G8, the Euro-zone have initiated the formation of new geopolitical units which spatially structure Europe in a new way. The Schengen treaty, for example, has led to the disappearance of customs checks at former checkpoints, but has subsequently led to re-location of police controls in the interior of European states. Thus, the transformation of border controls has led to a redefinition of homeland security.
Moreover, since the meetings of the Club of Rome and the publication of its report on the Limits to Growth the questions of global resources and environmental protection has been on the political agenda in many European states. Strategies for solutions have often been centred at a national level, even though questions of water resources, fishing quota, acid rain or, lately, climatic change call for new forms of international and interregional cooperation. In this context, border zones play a particularly important role in the rethinking of ecological policies in a transnational frame of reference.
Application
Up to 20 doctoral students of various disciplines who work on topics related to old and new borders in Europe will be invited for a four-day interdisciplinary workshop. The meeting will include paper presentations, discussions, meetings with leading specialists in the field and excursions. It will take place in Berlin, Potsdam and Frankfurt/Oder, within close range of old and new European borders.
The applicants should work on research projects that allow them to contribute to one of the following topics:
- "Border Making" and the historicity of borderlines in Europe
- Transformation and persistence of inner boundaries in Europe
- Climatic and environmental problems and political borders
- Fortification of Europe's external borders and transformation of homeland security
The participants will be selected according to the thematic relevance of their contribution to the topics of the Summer School and of its academic quality. Working languages of the meeting will be French and English; active knowledge of one of these languages (and passive of the other) are thus a pre-requisite for participation.
Candidates are kindly requested to send in their applications, consisting of an application form, a brief description of their research project (one page) and a curriculum vitae by Mai, 10th 2009. The participants will be appointed by a committee formed of representatives of the organising institutions. Travel expenses and accommodation will be provided. Participants will need to submit a paper (approx. 10 pages) by June, 30th 2009, that will serve as a basis for their oral presentation and for the discussion of their papers. They will also agree to prepare comments of papers written by other participants.

Au sein de l'Europe ?largie, les fronti?res ?tatiques s'estompent peu ? peu et perdent de leur importance. Mais ce processus n'emp?che pas les limites nationales de constituer toujours un cadre essentiel de r?f?rence pour les soci?t?s. A l'Est, la fin de la guerre froide a en outre mis ? jour d'anciennes fronti?res culturelles que les d?cennies de domination sovi?tique avaient un temps gel?es ; d'anciennes fronti?res politiques que l'on avait crues obsol?tes perdurent sous forme de « fronti?res fant?mes » (B?atrice von Hirschhausen) dans les t?tes comme dans les structures sociales et spatiales. En t?moigne depuis vingt ans l'exemple embl?matique de la chute du mur et de l'unification des deux Allemagnes. A l'exemple de la fronti?re franco-espagnole ?tudi?e par Peter Sahlins dans Boundaries: The Making of France and Spain in the Pyrenees, les fronti?res ne sont pas seulement des ph?nom?nes politiques, juridiques, administratifs et militaires ; elles cr?ent aussi des structures socio-?conomiques et mentales durables.
Ces processus, qui voient partiellement perdurer, r?appara?tre ou s'effacer des trac?s frontaliers historiques, coexistent avec la formation de nouvelles discontinuit?s territoriales qui transgressent les fronti?res politiques. Au niveau supra-?tatique, d'autres types de fronti?res voient aussi le jour : organisation de d?fense comme l'OTAN, groupe de partenariat ?conomique comme le G8, Union mon?taire de la « zone Euro », qui constituent autant d'ensembles g?opolitiques qui d?coupent ? l'int?rieur de l'Europe de nouveaux espaces de solidarit? ? g?om?trie variable. La disparition des contr?les douaniers ? l'int?rieur de l'espace Schengen, par exemple, s'accompagne de l'introduction de nouveaux types de contr?les policiers qui d?placent la surveillance des flux frontaliers ? l'int?rieur des territoires, en modifient la nature et transforment en cons?quence les repr?sentations collectives de la s?curit? int?rieure.
Depuis la publication du rapport sur les Limites de la Croissance par le Club de Rome en 1972, la question de la gestion des ressources de la plan?te et de la protection de son environnement n'a cess? de s'inviter dans les agendas politiques internationaux aussi bien pour r?pondre ? des d?fis d'?chelle plan?taire que pour traiter de probl?mes ?cologiques r?gionaux dont la solution ne peut se chercher dans le seul cadre national : les questions des ressources en eau, par exemple, ou des ressources halieutiques, des pollutions maritimes ou terrestres et tout r?cemment le d?fi du changement climatique ont donn? lieu ? de nouvelles formes de coop?rations internationales et interr?gionales. Les espaces frontaliers sont dans ce contexte particuli?rement sollicit?s pour repenser en termes transnationaux les politiques de gestion des syst?mes ?cologiques.
Candidature
Jusqu'? 20 doctorants de diff?rentes disciplines travaillant sur la th?matique des fronti?res seront invit?s ? cette r?flexion interdisciplinaire sur l'historicit? et le futur des fronti?res europ?ennes. La rencontre durera quatre jours, au cours desquels alterneront pr?sentations des travaux de recherche des participants, interventions de chercheurs invit?s et excursions. Elle se tiendra ? Berlin, Potsdam et Frankfurt/Oder ? proximit? imm?diate d'anciennes et de nouvelles fronti?res.
Il est demand? aux candidats de travailler dans un des quatre domaines de recherche suivants :
? « Border Making » et historicit? des trac?s frontaliers en Europe
? Transformation et durabilit? des fronti?res int?rieures de l'Europe
? Enjeux climatiques et fronti?res politiques
? Renforcement des fronti?res ext?rieures de l'Europe et transformation de la s?curit? int?rieure.
Les candidatures seront retenues en fonction de l'orientation th?matique du projet de recherche et de son excellence acad?mique. L'ensemble de la rencontre se tiendra en fran?ais et en anglais. Il est demand? aux participants de ma?triser les deux langues, dont l'une au moins de mani?re active.
Les participants doivent d?poser leur candidature, constitu?e d'un formulaire d'inscription, d'un projet d'intervention (une page) et d'un curriculum vitae d'ici le 10 mai 2009. Les candidats retenus devront ensuite remettre avant le 30 juin 2009 un texte de 10 pages, qui servira de base ? la pr?sentation orale et ? la discussion de leur recherche. Ils devront ?galement, au cours de l'?cole d'?t?, discuter succinctement les textes d'autres doctorants. Les institutions qui organisent et financent cette rencontre prendront en charge les frais de voyages et de s?jour des participants.
